PSFT UM Connector - Revoked Entitlement Gets Added Back Via Recon (Doc ID 2518698.1)

Symptoms

Using PeopleSoft User Management connector and after revoking an entitlement from PeopleSoft account provisioned to a user, the same entitlement gets added back to the user's PeopleSoft account later by the PeopleSoft Reconciliation.

Steps to reproduce:

1) Revoke an Entitlement for PeopleSoft account for a user in OIM.
2) The entitlement is removed in OIM first and same Role (in PeopleSoft) is deleted for this user in PeopleSoft as well.
3) After some time again the same Entitlement is added back in the OIM, with the 'Reconciliation Update Received' task.
