ACTUAL BEHAVIOR

Performance degradation: sessions are getting overloaded using the JDBC call USER_TYPE_ATTRS .
A legacy application has been migrated into Fusion Middleware (FMW) 12c.
The flow involves invoking PL/SQL stored procedures with table types in IN OUT parameters.
Testing with peak load shows ADT-related SQL taking over 57 seconds resulting in all connections backing up.
