"LDAP: error code 32" Seen in Log when Creating User in OIG 12.2.1.3 with SSOTarget Connector Implemented (Doc ID 2519458.1)

Symptoms

Users are being created in OIG/OIM 12.1.2.3 that is integrated to LDAP Server using the SSO Target connector.

Users are successfully created, but when reviewing logs, the following WARNING is captured:
