OIG/OAM SSO Integration: User Locks Out In 5 Attempts But The Configuration In The Password Policy In Both OAM And OIM Is 10 (Doc ID 2519853.1)

Symptoms

OIG and OAM Password Policies are both set to lock an account after 10 invalid login attempts but the account is being locked after just 5 attempts.  The following error is seen after 5 invalid password attempts:

Your account is locked. You can unlock your account by going to Forgot Password
