[OWSM] Wsm-pm JNDI Policies Are Missing Frequently. (Doc ID 2520018.1)

Symptoms

"wsm-pm" JNDI policies are vanishing frequently from weblogic.
FoundationServices0 (managed server) is in 'Starting' state instead of 'Running' state, wsm-pm policies go missing in JNDI tree.
To recover, the FoundationServies0 has to be removed from the target of wsm-pm.

Then, the server has to be restarted and the the FoundationService0 has to be added back in target of wsm-pm and then policies will appear again in JNDI tree.

Is it expected that the Admin server will always be started before the managed servers?

The errors all go away and everything works fine if the AdminServer is started first before the managed servers.

It was observed that after deploying the mentioned library to all servers, WSM-PM still tries to contact the admin server and fails to start.
