Repository Creation Utility (RCU) Fails with "RCU-6130 Action Failed" (Doc ID 2520674.1)

When attempting to load schemas for Fusion Middleware 12.2.1.3 using RCU tool, the following error occurs in the rcu log with trace enabled.

RCU GUI shows the following message.

To set Trace for RCU set environment variable before invoking RCU:

export RCU_LOG_LEVEL=TRACE
