WebLogic Managed Servers won't Sync Up Configurations with Admin Server (Doc ID 2521757.1)

Symptoms

WebLogic managed servers won't sync up configurations with admin server. 

Above error is seen in both admin server stdout log and server log. It happened while starting the admin server during a clean restart of entire domain. And having cleaned up all the pending changes before this restart

It was also attempted to cleanup pending changes based on the Document 1352416.1 but it did not help.
