Coherence - Incoming and Outgoing bufferpool Size is not Shrinking with Suspect Protocol

Symptoms
A customer in a extend proxy coherence cluster environment reported an issue that user not able to limit the size of the Incoming and Outgoing buffer pool size as the pool size is never shrinking even after configuring the suspect protocol (see below config snippet). The pool size is increasing every day. The size is high as 500k. See below screenshots.
