Content UI (WCC ADF) server fails to start after upgrading WebCenter Content(WCC) 11g to 12c versions (Doc ID 2522802.1)

Symptoms

ISSUE
-----------------------
After upgrading WebCenter Content 11g to 12c following Doc ID 2315019.1 the Content UI managed server does not start and shuts down automatically.

ERROR
-----------------------
Following error is seen in server startup.



STEPS TO REPLICATE
-----------------------
1. Upgrade WebCenter Content 11g to 12c following Doc ID 2315019.1
2. Restart WCC ADF server.
3. Above mentioned error is experienced.

BUSINESS IMPACT
-----------------------
Admin(s) is unable to start the WCC ADF server and Content UI is inaccessible.

Changes

 Instance has been recently upgraded from 11.1.1.8.0 to 12.2.1.3.0
