Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3) Shows Error ""NAPEXCEPTION: Exception in Decryption" for Every Call Through a DCC WebGate (Doc ID 2523511.1)

Symptoms

After apply the OAM bundle patch 11.1.2.3.180717 or later all requests that go through a DCC WebGate results in the following error in the OAM server diagnostic log:

It is noted that authentication/access is not affected by this error. The end-user is still able to access the protected resources.
