[Java SE] Loss of LDAP Performance After Upgrade to 8u192 (Doc ID 2523712.1)

Symptoms

Applications deployed on a Docker container see a 20% loss of throughput when twenty or more simultaneous clients are reached using Java SE 1.8.0_192-b12. Reverting to JDK 8u172 or earlier fixes the problem. 

From the logs of the JVM using container support: 

Memory Limit is: Unlimited 
container memory limit unlimited: -1, using host value 
active_processor_count: sched_getaffinity processor count: 12 
Path to /cpu.cfs_quota_us is [PATH]/cpu.cfs_quota_us 
CPU Quota is: -1 
Path to /cpu.cfs_period_us is [PATH]/cpu.cfs_period_us

Path to /cpu.shares is [PATH]/cpu.shares 
CPU Shares is: 1024
