Exalogic Virtual: Starting VServer Failed From EMOC With Error: 'unexpected end of block data' (Doc ID 2524808.1)

On Exalogic virtual, there are a few vServers that are in stopped status. Starting them from EMOC console are failed with the following error:

Follow the Doc below, restarted the control stack, then some of the vServers can be started, but still there are  a few vServers that still reamin the same. In EMOC full job log, we still see the same error.

                EMOC 'Start Virtual Machine' task does not complete due to unexpected lock on the Guest vServer within Oracle VM Manager (Doc ID 2337561.1)
