WebCenter Sites 12.2.1.3.0 Publish With To HTTPS LB (Doc ID 2525175.1)

Symptoms

The publishing connection is established but the publish session doesn't complete when using HTTPS. The following error is seen:

On the WebCenter sites console the error is as follows:

Error: Could not create mirrorqueue. Error number = -12011. Login failed, code=0, Unknown Reason
