Unable To Import Application Definitions From IPM10g To 12c (Doc ID 2526621.1)

Symptoms

After exporting the 10g IPM application definitions using the IPM 10g Application Framework Migration tool, the same definitions are not able to be imported into WebCenter Content: Imaging 12c using the Tools -> Import Definitions link.  Doing so  generates the error:

An error occurred processing the import file.

Exception Description: An error occurred unmarshalling the document
Internal Exception: com.ctc.wstx.exc.WstxIOException: Invalid UTF-8 start byte 0x92 (at char #62, byte #-1)•Invalid UTF-8 start byte 0x92 (at char #62, byte #-1)
