Attempting to Create a Notification Template in OIM 12c Fails with Error 'Invalid size of inputs in en_US Locale' (Doc ID 2527144.1)

Symptoms

After upgrading OIM from 11.1.2.3 to 12c version, creating a Notification Template and on pasting the definition into the Notification page, and saving the changes, an error appears on the screen that reads:
