Unable To Edit Page Source in WebCenter Portal 12c When Template References CSS From Remote Servers (Doc ID 2527345.1)

Symptoms

When using WebCenter Portal 12.2.1.3 and trying to edit the page source, a blank page is displayed that doesn't load and the following error is displayed in the browser console:

Uncaught DOMException: Failed to read the 'cssRules' property from 'CSSStyleSheet': Cannot access rules
  at Function.AdfDhtmlCodeEditorPeer._getCSS (:97:369)
  at Function.AdfDhtmlCodeEditorPeer._initCodeMirror (:90:294)
  at Function.AdfDhtmlCodeEditorPeer._waitForCSSResourcesLoad (:112:225)
  at :112:291

Issue reproduces in Chrome and Firefox.  IE 11 works fine and the source code for the page can be viewed.
