OHS Startup Time When the Oracle Access Manager 11g Server is Unresponsive or Down (Doc ID 2528182.1)

Goal

WhenOracle Access Manager 11g servers are down or unresponsive and while restarting the OHS webservers, the WebGate tries connecting many times and the OHS fails to start for some time then starting successfully.

In other cases, OPMN may repeatedly restart OHS because WebGate is preventing requests from receiving a response in a timely manner. This is observed when OAM is unresponsive or with very long AAA timeout parameters.

How to avoid such issues and start the OHS normally regardless the OAM server is down or unresponsive?
