Start Managed Server Failed With "The specified user failed to log in" "No such object" (Doc ID 2528743.1)

Symptoms

Starting managed server using default weblogic user failed with following authentication error.
-No issue logging into AdminServer using the same weblogic user.
-Same issue using boot.properties or from command line when starting the managed server

errors recorded in server.log with Atn debug enabled

Changes

This is a newly created managed server for an existing domain
