ORA-02291 Integrity Constraint (APEX_050100.WWV_FLOW_UI_LIST_TEMPLATE_FK) Violated Importing an App in a New Environment (Doc ID 2528779.1)

APEX 5.1.2 version.

When attempting to import an APEX Export file of an application using either GUI or SQL*plus
the following error occurs.

ORA-02091: transaction rolled back -- GUI

From SQL*Plus the following error occurs:

ORA-02291: integrity constraint (APEX_050100.WWV_FLOW_UI_LIST_TEMPLATE_FK) violated - parent key not found.

STEPS
-----------------------
1. Export an APEX application using default option from an 5.1.2 APEX instance.

2. Try to import into a different environment using GUI or using sql*plus.

3. Try to import the same app at apex.oracle.com and get same error.
