Data Sources on soa cluster is unavailable after upgrade from 11.1.1.9 to 12.2.1.3.0

Customer upgraded soa from 11.1.1.9 to 12.2.1.3.0. From EM, we can see that Data Sources on SOA_CLUSTER is not available.
