EM Console (Fusion Middleware Control) gets a 503 Service Unavailable Error

On : 12.2.1.3.0 version, FMW Control
Users have an environment that has a SOA/BPM 12.2.1.3 domain. It has been running fine for about 5-6 mos, since it was created, but now of a sudden, users cannot access the em URL getting "Error 503--Service Unavailable" message. The WebLogic Adnin console runs fine, but the em console is unavailable.
Users checked the deployment, and it shows as active and OK.
When users hit the URL with a browser, no logs are produced in any of the AdminServer/logs log files.
