Entitlements Outside Roles Setting not Working Properly When a User has More than One Account on the Same Target

Symptoms
An user is provisioned manually (direct provisioning) to an OUD target
A user certification is created for that user with the setting Entitlements Outside Roles enabled.
As expected the certification will show the user account as it was manually provisioned and not through and access policy
Now we create an access policy and associate it to a role to provision another account on the same OUD target
We then assign the group to the previous user
and run the Evaluate Access Policies
After running the schedule job the user will get provisioned the new account
If we now rerun the certification
we expect to still see the previous account that was manually provisioned however as you can see we do not which is not correct.
The only thing we see is the role associated to the access policy as the user certification was configured for all roles.
