Specific Users Cannot Login To WebCenter Content: Imaging using the Web Service findUsers Method (Doc ID 2534701.1)

Symptoms

When attempting to login using the Security Web Service findUsers command, certain users are unable to access Imaging and the below error occurs:

[WARNING] [] [oracle.imaging.ui] [tid: [ACTIVE].ExecuteThread: '16' for queue: 'weblogic.kernel.Default (self-tuning)'] [userId: xxx] [ecid: <ecid>] [APP: imaging] The User xxx (########) does not exist in the policy store.
[TRACE] [] [oracle.imaging.security] [tid: [ACTIVE].ExecuteThread: '6' for queue: 'weblogic.kernel.Default (self-tuning)'] [userId: xxx] [ecid: <ecid>] [APP: imaging] [SRC_CLASS: oracle.imaging.security.opss.IdentityManager] [SRC_METHOD: findUsers] No users found matching: <GUID>
