Issues caused by WCS_Event and WCS_Conversion tables after upgrade. (Doc ID 2534990.1)

On : 12.2.1.3.0 version, WebCenter Sites

We have carried out Sites upgrade in two environments UAT Authoring (Source) and UAT Delivery (Destination) from 12.2.1.0.0 to 12.2.1.3.0. When attempting to access Contributor UI
the following error occurs.

Error reading configuration file.
Unable to read the configuration file. Please check the console for more details (RequestError. Unable to load /sites/ContentServer?pagename=fatwire/UI/controller/controller&elementName=UI/Config/Global status: 500)

and the following error is noticed in logs
