ISSUE: Sites WebPage Intermittently Blank and Error in sites.log: java.lang.NoClassDefFoundError: Could not initialize class com.fatwire.cs.core.anonymousdata.ServiceLocator

Description:
- When requesting a page from WebCenter Sites that uses a controller that reads Recommendations (using newRecommendationReader()), the controller fails to run due to the following error:
