OIM 12c: OIM Consoles Do Not Come Up After Patching Due to com.oracle.cie.com*.jar

In OIM 12c, after upgrading OPatch from 220.127.116.11.0 to 18.104.22.168.0 version or applying WLS PATCH SET UPDATE 22.214.171.124.190522 Patch 29814665, OIM consoles are not accessible:
OIM Sysadmin console shows blank page.
The following errors are seen in the logs:
Steps to reproduce:
1. Apply Patch 28186730 (to upgrade Opatch) or WLS PATCH SET UPDATE 126.96.36.199.190522 Patch 29814665
2. Bring up all the servers
3. OIM shows as running in WLS but
4. One cannot access /identity (fails with 404 error) /sysadmin is blank
