OIM 12c: OIM Consoles Do Not Come Up After Patching Due to com.oracle.cie.com*.jar (Doc ID 2535244.1)

Symptoms

In OIM 12c, after upgrading OPatch from 13.9.2.0.0 to 13.9.4.0.0 version or applying WLS PATCH SET UPDATE 12.2.1.3.190522 Patch 29814665, OIM consoles are not accessible:

 OIM identity console throws 404 error.
 OIM Sysadmin console shows blank page.

The following errors are seen in the logs:

Steps to reproduce:

1. Apply Patch 28186730 (to upgrade Opatch) or WLS PATCH SET UPDATE 12.2.1.3.190522 Patch 29814665
2. Bring up all the servers
3. OIM shows as running in WLS but
4. One cannot access /identity (fails with 404 error) /sysadmin is blank
