On : 12.2.1.3.0 version, OSB Core Functionality

OSB managed server takes a long time to restart

with JMS reporting enabled, the server start up checks for below query, "SELECT 1 FROM WLI_QS_REPORT_ATTRIBUTE" and the query become quite slow when the table has 54 millions of rows.
