Sites 12.2.1.3.0 on Windows OS, nioconverstion.bat fails with NoSuchMethodError (Doc ID 2538206.1)

Symptoms

NIO Conversion fails with following error:
Exception in thread "main" java.lang.NoSuchMethodError: oracle.sites.nio.filesystem.utility.NIOconversion.execute(Ljava/lang/String;
Ljava/lang/String;)V
at oracle.nio.filesystem.util.NIOConversion.main(NIOConversion.java:135)

 The sites.log and sites.utilities.log do not show any errors.
