Milestone Order Incorrect After 11g To 12c Upgrade (Doc ID 2538979.1)

Symptoms

The order of milestones in 11g were displayed /ordered by (Name). After migration from 11g (11.1.1.7) to 12c (12.2.1.3), the milestones are not any any particular order it seems. They are also not in the same order as defined on the case.
