IPM Migration Service is Exporting Date in the Wrong Timezone (Doc ID 2542668.1)

Symptoms

When using the IPM Migration Client to export input files for an Invoices application, the date format is being incorrectly exported as a day behind.

The Database format = YYYY-MM-DD 00:00:00.000
The IPM client (search results) = MM/DD/YYYY

The 12c input file  = YYYY-MM-DDT00:00:00

This configuration is producing a UTC conversion that the Input definition cannot convert back to the correct timezone.  All dates are being exported a day behind. The value is even correct in the original database, therefore the Migration Services is converting the date incorrectly in the export file.

For example, a time of 01-04-2019 12:00 is converting to 31-03-2019 1200.

Is there a way to turn off the utc format conversion? Or is there a way to convert on ingestion to convert it back to the local timezone to import the correct date?
