External Authentication Plugin over TLS/SSL is successful only the first authentication attempt. Subsequent authentication attempts fail with javax.naming.CommunicationException (Doc ID 2542692.1)

Symptoms

When using an External Authentication Plugin over a TLS/SSL connection to the plugin target, our first authentication attempt is successful, however all subsequent authentication attempts result in "LDAP error code 49 Invalid Credentials".   Connecting over a non TLS/SSL connection results in a successful authentication.  With plugin debugging enabled the following is logged:
