purgeInstanceData command not deleting the old files

I have executed below purge command-

wls:/base_domain/serverConfig/> purgeInstanceData("01-03-2018 00:00:00:00", "03-04-2019 00:00:00:00",
testMode="false", status="*", runInSync="true", runPayloadPurge="true")
Total no. of purged instances: 0.
Total no. of purgeable payloads: 0.
Nothing has been purged as there is no purgeable records
wls:/base_domain/serverConfig/>

As the result shows, nothing has been purged but there are lots of records and files in database and filesystem respectively. I want to clean up the database file system.
