OID 12c on Windows Fails. nmStart : Error Starting server oid1 : Received error message from Node Manager Server: [Server start command for OID server 'oid1' failed due to: [Server failed to start up but Node Manager was not aware of the reason]. (Doc ID 2544906.1)

Symptoms

Oracle Internet Directory (OID) 12c 12.2.1.3.0 version on Windows platform.

Setup Windows Services for automatic startup of Node Manager, WebLogic (WLS) Admin Server and Managed Server wls_ods1.

OID "oid1" component cannot be started either using Enterprise Manager (EM) Fusion Middleware (FMW) Control console or command line.

Stopping all components from Services Windows application does not help; trying to delete OID log files fails with:

The action can't be completed because the file is open in oidmon.exe
