Goal

For OIG 12.2.1.3.0, OIM redirect users to the original login page and not the custom login page.
     1. Admin creates a new user
     2. New user logins using the generated password and gets redirected to first login.
     3. New user enters the new password and challenge questions and clicks on submit.
     4. Page doesn't get redirected to custom page, user gets redirected to OIM Application.
