Receiving a Faces Exception Error on each Action in Custom Task Flow After 11g to 12c Upgrade

Symptoms
When interacting with a Custom Task Flow in WebCenter Portal 12.2.1.3, a pop-up is shown with the following:
ADF_FACES-30200:For more information, please see the server's error log for an entry beginning with: The UIViewRoot is null. Fatal exception during PhaseId: RESTORE_VIEW 1
No action takes place in the custom task flow.
In the WebCenter Portal Managed Server Diagnostic Log file there will be an entry at the time of the error similar to the following:
