Creating a New Connection or Editing an Existing Connection Fails with "Could not load connection type: Oracle null" (Doc ID 2546395.1)

Oracle SQL Developer - Version 19.1 and later

Symptoms

Attempting to create a new connection or modify an existing connection with SQL Developer 19.1 fails with error:

 Could not load connection type: Oracle null

This used to work, but suddenly started to fail.

Although, SQL Developer Data Modeler is still working fine.

Have already tried:

C:\Users\<user>\AppData\Roaming\sqldeveloper
C:\Users\<user>\AppData\Roaming\SQL Developer

Restarting SQL Developer 'works' except you lose all of the existing connections.
