Creating a New Connection or Editing an Existing Connection Fails with "Could not load connection type: Oracle null"

Symptoms
Attempting to create a new connection or modify an existing connection with SQL Developer 19.1 fails with error:
Could not load connection type: Oracle null
This used to work, but suddenly started to fail.
Although, SQL Developer Data Modeler is still working fine.
Have already tried:
- Re-installing SQL Developer, but still has the same issue.
- Verifying that AppData folder does have Read/Write privileges.
- Backing up and deleting the following folders:
C:\Users\<user>\AppData\Roaming\sqldeveloper
C:\Users\<user>\AppData\Roaming\SQL Developer
Restarting SQL Developer 'works' except you lose all of the existing connections.
