OAM Integrated with EBS 12.1.3 for SSO: New Users Get Invalid URL After Login Via OAM

On : 220.127.116.11.0 version,
After upgraded firewall and change ip addresses of all EBS servers and OAM servers, the guid for new users are not updated in fnd_user table in EBS although it worked fine before the changes of IPs and firewall.
When trying to login using the new user, it authenticated successfully through OAM however when it redirected to EBS, the access fails with error below:
the following error occurs.
guid in ods.ct_orclguid table in OAM database is set correctly so when using this guid and update fnd_user table, everything works fine.
