Symptoms
JMS configuration files such as SystemModule-0-jms.xml for System Module are not upgraded correctly by reconfiguring domain using reconfig.sh/cmd .
After reconfiguring in 12.2.1.3 and later System Module configuration file become empty as followings.
$ cat SystemModule-0-jms.xml
