On : 12.2.1.2.0 version, OSB Installer

OSB Error when attaching a custom policy to REST proxy service

When trying to attach a custom policy to REST proxy service we are receiving below error.
Oracle suggested patch "24669800" to fix the issue. Even after applying the patch, we are still seeing this error.
