Two Assignment Ids Seen In EBS Target With One Child Assignment (Doc ID 2549528.1)

When one provisions a new person record with no assignment child table information, EBS connector creates assignment record which has only organization info (same value of business group Id in the parent form) and this record set as Active and Primary.

Later if one adds assignment in the child table (Org Id, Job Id and Supervisor Id), the connector creates new record in Assignment table and set it as Active and not as
a Primary. Also the
 first assignment Id(during record provisioning, with no child info) is not marked as de-activated. 

Additionally in the  the EBS target one sees two assignments with the same information & different unique assignment Id, which is not expected. And in OIM, the EBS Account has only one child entry but two task names, one with Insert and another with Update.

Steps to reproduce the issue:

1- Create a user in OIM
2- Provision EBS HRMS account
3- Add child form data (provide only Organization ID and Job ID and Supervisor Id values)
