"Cannot create peoplesoft mapping interface" Error When Provisioning Using PSFT UM Connector on OIM 12c (Doc ID 2549949.1)

Symptoms

On OIG/OIM 12.2.1.3.x server, installed and setup PSFT User Management connector version 11.1.1.6. When the connector uses connector server in the IT resource the provisioning works correctly.  But provisioning fails if connector does not use a connector server with the following error: 

Steps to reproduce:

1) On OIM 12.2.1.3.x install and configure the PSFT User Management Connector version 11.1.1.6

2) Provision the PSFT application without using a connector server in the IT resource.
