Oracle HTTP Server Fails to Start With the Error "Invalid argument: Could not set permission for mutex lock" After Applying OHS Bundle Patch 29407043 (Doc ID 2550734.1)

Symptoms

After applying Oracle HTTP Server Bundle Patch 12.2.1.3.190310 (Patch 29407043), OHS fails to start with the below errors:

The DOMAIN_HOME/servers/ohs1/logs/ohs1.log shows below errors:

Steps to Reproduce

1. Install and Configure OHS 12.2.1.3.0

2. Start OHS on a privileged port as per document

3. Stop OHS and apply Patch 29407043 as per README

4. Start OHS again and it fails to start with the above error

 If the patch is rolled back OHS can be started successfully.

OHS was configured to use privileged port as per document
