OID 11g: OID EM Console Responding Extremely Slow with Poor Performance while Navigating For DIP, oid1,oid2 Instances (Doc ID 2552195.1)

Symptoms

On : 11.1.1.9.0 version, OID LDAP Server

OID EM console responding extremely slow while navigating for DIP, oid1,oid2 instances

ERROR

returns with unavailability error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

 Followed the below article to disable WLS Admin sever and managed server non-ssl ports and enable the SSl ports, after which trying to navigate different components via EM console related to DIP, OID1,OID2 but these are responding extremely slow and sometimes returns with unavailability error however rest of the navigating is happening normally.

Example:
http://<WLS_HOSTNAME>:<MANAGED_SERVER_PORT>/em -> Farm_OID_domain -> Identity and access -> DIP/ODI1/OID2 components -> Issue encounters
