ADF_FACES-30200 Error Clicking Links from Activity Stream in Arabic Language (Doc ID 2553101.1)

Clicking on Links to Wikis, Blogs or Forums from the Activity Stream returns the following error when the portal is in Arabic language:

ADF_FACES-30200:For more information, please see the server's error log for an entry beginning with: The UIViewRoot is null. Fatal exception during PhaseId: RESTORE_VIEW 1

The managed server log shows:

Issue doesn't reproduce with English or other languages.
