Generic File Loading Overrides is Not Working on WLS 12.2.1.3 (Doc ID 2553512.1)

Symptoms

Unable to override App.properties file using with plan.xml.

1) Login to WebLogic administrative console
2) Click Lock & Edit button
3) Click Install and deploy war as web application
4) Click Update and chose plan.xml path
    --> Select Option with "Redeploy this application using the following deployment files:"
--> chose plan.xml path.
--> Deploy the application.
5) Click Finish button
6) Activate Changes and start application
7) Plan.xml is not effective and app.properties not effective, giving older output
