Unable to Compile a Content Presenter Template for WebCenter Portal in JDeveloper 12c when using Content Management Functions.

The Content presenter Template is using functions from this tag library:

xmlns:cmfn="http://xmlns.oracle.com/webcenter/content/functions"

When compiling the Content Presenter .jsff file it returns the following error:

Error([row],[col]): The function "<FUNCTION_NAME>" for prefix "cmfn" can not be found in the specified tag library.
