Symptoms
Installing Oracle Internet Directory (OID) 12c.
Running config.sh fails with:
CFGFWK-64254: Error occurred in "OPSS Processing" phase execution

Another scenario:
Installed Oracle Internet Directory (OID) 12c on the first node in collocated mode as per installation documentation and everything is working.
Now installing the exact same software on a second server for High Availability (HA), pointing it to the same prefix on the same database (DB), but it fails when running rcu with the same error above.
