OID 11g : oidprovtool Command Error " Profile Currently INBOUND.Cannot Modify While Running Oidprovtool Tool"

Symptoms
On : 11.1.1.7.0 version, LDAP Tools
Have migrated the EBS environment from one host to another, which is integrated with OID. When trying to modify new EBS host details by running below query, getting the error as below:
oidprovtool operation=modify \
> ldap_host=<OID_HOSTNAME> ldap_port=<OID_LDAP_PORT> \
> ldap_user_dn="cn=orcladmin" \
> application_dn="orclApplicationCommonName=<APP_NAME>,cn=EBusiness,cn=Products,cn=OracleContext,dc=<COMPANY>,dc=com"
Please enter the LDAP password:
Please enter the Interface connection information (Press Enter key for empty value):
ERROR: Profile currently INBOUND.Cannot Modify
The Provisioning Profile for the Application could not be modified.
STEPS

The issue can be reproduced at will with the following steps:
1. Run the below command.
oidprovtool operation=modify \
> ldap_host=<OID_HOSTNAME> ldap_port=<OID_LDAP_PORT> \
> ldap_user_dn="cn=orcladmin" \
> application_dn="orclApplicationCommonName=<APP_NAME>,cn=EBusiness,cn=Products,cn=OracleContext,dc=<COMPANY>,dc=com"
