OUD 11g / 12c : Password Validators are Altered after Upgrade of OUD 11g to OUD 12c (Doc ID 2554727.1)

Symptoms

It was noticed in the config.ldif file in oud11g that the Password validator[s] were changed post 12c(12.2.1.3.0) upgrade. 

i.e. missing character set attribute

The below list of character sets were removed:
dn: cn=Alphanumeric Special Long Password Validator,cn=Password Validators,cn=config
ds-cfg-character-set: 5:abcdefghijklmnopqrstuvwxyz

dn: cn=Character Set,cn=Password Validators,cn=config
ds-cfg-character-set: 1:ABCDEFGHIJKLMNOPQRSTUVWXYZ

dn: cn=Character Set Based Password Validator,cn=Password Validators,cn=config
ds-cfg-character-set: 1:abcdefghijklmnopqrstuvwxyz



The expectation is that the upgrade would not remove certain items like the above.
