ORA-01882: Timezone Region Not Found - When Connecting From Weblogic Server / Oracle Service Bus 12c To Oracle Database 12c

Symptoms
In the environment of WebLogic Server 12.2.1.3.0 / Oracle Service Bus 12c configured data source to Oracle Database 12c, the -Duser.timezone='-05:00' java parameter has been added in startup of managed instances.
Which results in the following two issues :
1. Timing shown in the log files are one hour behind the current time.
2. The application which relies on timing, only shows one hour behind compare to current time.
To solve this issue, the following points were tried :
1. Removed the above argument, however the issue now is that the application specific data source doesn't start and fails with following error message:
2. Set java argument as either -Duser.timezone='-04:00' or -Duser.timezone='-GMT-04:00' , however the log file still shows GMT-05:00 and the issue remains the same.
